Description (partial)

Symptom:
When CEM PW is configured with backup neighbour and if we flap link in core to trigger path change then sometime its observed that primary PW's programming is getting configured with standby PW's out label and hence traffic drop for that particular PW.

Conditions:
Continous Interface flaps can lead to this issue
