Description (partial)

Symptom:When using "exit" to disconnect from an SSH session on 5.1.3, it may not close the session. Once this behavior starts, it won't stop until devc-vty is restarted.

Conditions:Repro steps:
1.Monitor the console throughout
2.Login to the DUT with ssh v1 
3.Logout the session
4.The process devc-vty will move to blocking state
5.Login again with either ssh v1 or v2 
6.Logout of the session(type exit and enter, the session gets stuck, press enter again to release) 
7.On the console error is reported : SSHD_[65871]: %SECURITY-SSHD-3-ERR_GENERAL : Failed to write to pty
8.To recover, restart the devc-vty process.(Please be aware that restarting this process will clear all the existing ssh sessions)
