Description (partial)

Symptom:
Upon image pre-download failure due to low space on flash, the AP leaks the file descriptor.
When the leaked FD reach the limit, the AP becomes unmanageable and needs to be recovered via reload.

The FD leak can be observed with the command "show file descriptor":

Conditions:
AP running 7.3.103.30 (other versions may also be affected)
Not enough flash space is available to store the pre-download image.
