Description (partial)

Symptom:
-  Can't restrict access to Port Forwarding to one or a few hosts
-  When creating an Allow ACL for one host and a Block ACL for everything else, the Block ACL will block everything, including the host that is supposed to be allowed

Conditions:
-  Port Forwarding configured
-  ACLs configured to Allow access to one or a few remote hosts
-  A Block ACL is configured to deny access for everyone else
