Description (partial)

Symptom:
On Octane, TSH (fia) is not reporting permananent north bound link faults via PFM alarm. The reason being, permanent north bound link faults on FIA causes its state to transition to OFFLINE (same as power saving mode). But since, fia process can differentiate between power slicing use case vs. permanent link fault it should report with a PFM fault flagging the HW fault encountered on the card.

I enforced this permanent north bound link fault on FIA. Re-trains were happening in the background with FIA going OFFLINE and all impacted links correctly going to ADMIN_DOWN. But didn't see any PFM alarm flagged after ADMIN_DOWN.
