Description (partial)

Symptom:Due to an unknown trigger, when an interface goes down, linecard may not get updated due to the FIB backwalk failure even though the CEF component has the right information.
Conditions:Traffic drop.
From log analysis,it shows that the interface information does not get updated in the L3 to L2 notification data.
