Description (partial)

Drop bits are used in data path for events where data packets are supposed to be dropped.

The existing control path events like SGW restoration, Inter tech HO, Over charging Protection, PGW call suspended etc lead to packet drop. (this logic is as it is. No functional change. However, code is optimised)
