Description (partial)

Symptom:
ASR9K used with l2vpn bridge-domain , BVI, dhcp snooping and IP source guard

Some l2fib dhcp binding are no present on some linecards although binding exist globally.

This would cause packets for the missing bindings to be dropped on the ingress line card.

Conditions:
Have more than 4000 dhcp binding entries and either LC reload occurs or l2fib_mgr restart
