Description (partial)

Symptom:
Continuous back to back envmon_lc process crash seen on the ASR9001.

Conditions:
On ASR9001 with SFP/XFP inserted in ports, if envmon alarms (Tx power, Rx power, Voltage) are generated on these SFP/XFP, then this issue of linecard crash will be seen. 

This can occur on any ASR9k box with any type of port. The issue is present since 4.2.3 release. Please note that the alarms are not the actual reason for the LC crash, but the traces corresponding to these alarms.
