Description (partial)

Symptom:
From Outlook users can book a meeting fine, they can add rooms and using the telepresence form they can add call-in users and that works fine.

However, if they try to create a meeting with ONLY call-in users, the booking is not created on the TMS.

This is not a software defect, it is open to have the TMSXE documentation updated to be clearer about this scenario.

Booking made through Outlook and the advanced telepresence form is used to add dial-in or dial-out users only.
