Symptom:
Hung sip and rtp sessions on cube with redirect ip2ip is configured

Conditions:
voice service voip
no allow connection sip to h323 
redirect ip2ip

when a call is made to xxxxxxxxxx it fails to match dp 8327 because it doesn't have "session protocol sipv2" there isn't an attempt to create an  h323 call  because allow connections sip to h323 isn't configured. 

the call matches dial-peer 9327 and sends 2 invites to the session target ip address assigned to dp 9327 the first invite ends up disconnecting with a 500 internal server error from cube this call ends up in a hung state
