Description (partial)

Symptom:
A subset of multicast traffic is failing going to downstream recievers off of FEX interfaces in a VPC topology on the n9396s upon Peer-link recovery. All multicast receivers are dual homed off a vpc from each fex.

Conditions:
Recovery of peer-link (after a failure) in a VPC setup with FEXs where all downstream devices are dual-homed in VPCs, before the secondary VPC peer is able to time out its IGMP snooping entries.
