Description (partial)

Symptom:
After removing a site's root or intermediate certificate from the WSA root store, the WSA does not immediately start issuing the site with a certificate having common name "Untrusted Certificate Warning"

Conditions:
When you have removed the root of intermediate certificate for a site from the WSA https cert root store and expect to see the untrusted certificate warning as the common name of the site's certificate on subsequently connecting to it through the WSA.
