Description (partial)

Symptom:
The 'share screen' option is hidden on the chat window, for cloud users who do not have call caps / phone devices. 

This is incorrect, as cloud users who don't have any phone devices, can still carry out a desktop share, via webex.

Conditions:
Signed into Jabber in cloud mode (i.e. WebEx as presence engine)
The user has no softphone or deskphone devices assigned
Chat window is open
