Description (partial)

Symptom:
CUCM version 8.6.2.24099-1.

SCCP Phone version 7962/7965 will get hung in SRST mode when attempting to contact primary CUCM after network outage.

Conditions:
SCCP Phone version 7962/7965 during a network outage will register to their SRST gateway.  However, after network connectivity is restored to CUCM, some of the phones will remain in SRST mode or will hang while attempting to re-register to it's primary CUCM.
