Cisco Bug: CSCur11702 - Exceeding ILSP_MSG_PEER_MAX should generate an alarm

Symptom: When the maximum number of ILS peers (200) is exceeded, there is no warning, alert, or alarm of any kind. Instead the system will continue to allow the user to add spokes, hubs, and imported catalogs, however only 200 will be advertised. The ILS SDI trace files will show a message that indicates the limit has been exceeded. For example: 02348425.226 |13:22:17.947 |AppInfo |IlsD CIlsPeerInfoVector::getIlspPeerInfoVector failed to add f9b3d4161c4140aeac656297ee230f2f. PeerInfoVector has 200 peers (ILSP_MSG_PEER_MAX=200) Conditions: Large ILS/GDPR topology. The situation may be encountered when adding/removing/modifying imported catalog files (see CSCur11605), since those are never truly removed.
