Cisco Bug: CSCur11455 - ASR5500 MIO card switchover, does not trigger port down

Description (partial)

Symptom:
We observed that on ASR5500  MIO card switchover, does not trigger port down for MIO ports 5/1 or 6/1.
In case of ASR5000, when SMC switchover was performed from SMC 8 to 9 for example, we had always port down alarm for 24/1 or 25/1. Remote switch knew that port was down and cleared the MAC in ARP table.
Now In case of ASR5500 MIO switchover procedure, remote switch will not detected that the card was migrated and it will not immediately clear the MAC address from its ARP table. It will clear the MAC from ARP table only after an inactivity timer that they have configured per port security will expire (20 minutes).

Every time when performing an MIO card switchover
