Description (partial)

Symptom:
RPM performance issues seen after a npacl core.

Conditions:
Problem : 1 Following a core on npacl as per CSCul96643 , we see a lot of rpm        \
issues. Also, the fix seems to be present on 6.2.8a but doesn't seem to be a         \
correct fix. hence this has to be validated.

We expect following any core the process has to gracefully start and should not      \
affect further.

Problem 2 : 
I have 250 IPv4 ACL, 250 IPv6 ACL, 250 route maps and 250 SVI configs ....
Afte that I am modifying the ACL policy multiple times ..

        "ipaccess-list PBR_ACL_1 "
         "10 pemit ip 200.1.1.1/8 100.1.1.1/8"

Doing above multiple times  and Modifying the PBR ACL

A saw the crash after doing that and then removing the SVI from the
configs .

Root Cause/Fix :  When trying to modify existing route-map policy or adding          \
route-map plociy, npacl core multiple places while trying to free the old policy     \
tree . For route-maps we do not  need to delete the entire tree policy  and have to  \
retain old(tree ptr) and new if-else nodes(ptr) should append to old tree ptr.
