Symptom:
upgrade fpga all force fails for 40-10GbE plim, GEM upgrade fails, it resets the version to 0, card goes into bad state and reloads

Conditions:
conditions when force upgrade required for 40-10GE plim, then the card might go to bad state, although the card recovers after reload, the fpga versions goes to 0
