Description (partial)

Symptom:
End user experience: 
Call comes in on shared line; end user can see the phone is aware of new call (screen and blinking light), but there is no audible ring. One phone with the shared line has an audible ring.

What is happening:
1. Call #1 comes in, audibly rings all lines/devices. 
2. Call #1 is answered and completed (most likely with a transfer) by PhoneA.
3. Call #2 comes in and audibly rings PhoneA, but doesn't audibly ring other devices. 
3a. Traces show "ringer not played; not first audible ringer in list." for new call when trying to play audible ring. 

This is due to Call #1 being pinned to the other phones' shared line, so they are not aware the call is completed. LBM is having a race condition between LineControl and LBM, which is causing this to occur.

Conditions:
Shared Lines with call transfer.
