Description (partial)

Symptom:
During Failover at CUCM , Secure SIP call fails due to TLS handshake failure at Unity Connection.

Conditions:
CUCM SUB has SIP trunks to both Primary and Secondary Unity Connections servers, SIP with TLS/PKI.  CUCM SUB fails and CUCM PUB attempts to connect using its certificate, connection fails.  Redundancy with TLS/PKI is highly desired for U.S. Dept of Defense environments.    Issue found while solution testing FCS version of 10.5.1 for DoD.
