Cisco Bug: CSCur10067 - [gn-gp]:CGI is reported instead of RAI in NPLI CCR-u

Symptom: ULI type is getting changed from RAI to CGI in NPLI CCR-U that is getting generated, but for later messages its getting reflected correctly as RAI. No impact on billing or call loss. Conditions: This is happening when GnGp HO is done and call moves from CISCO PGW to CISCO GGSN, after call is handed over to CISCO GGSN and when a update PDP request is generated where PCRF requests NPLI-ULI, in that case earlier ULI type RAI is getting changed to CGI and is being sent in CCR-U. Please note that in subsequent messages like CCR-T and other ULI type is getting reported correctly.
