Description (partial)

Symptom:
received the following error messages on installing the packages after the Box was USB booted to the new 5.2.1 Build and both RP0 and RP1 were running the new code.

Both the line cards booted up after sometime but now I see the Admin state as DOWN for the LCs (even though the NPUs show as UP).
