Description (partial)

Symptom:
Secondary RP is stuck at host login prompt and the XRVM doesn't come up on it.

The following error message was seen on the Console of the Primary RP:

0/RP1/ADMIN0:Sep 29 22:53:50.752 : sdr_mgr[1850]: %SM-SDR_MANAGER-3-MSG_VM_RESOURCE_ALLOCATION_ERROR : Failed to allocate resources for sdr (SDR NM: Install partition preparation failed for sdr default-sdr)

Conditions:
Entire system is in 5.2.1 version.
Primary RP has been successfully USB Booted to the newer 5.2.1 Code. ( Different Image but same version).
Secondary RP is reloaded to sync the new code from the primary RP.
