Description (partial)

Symptom:
OnePK application sessions are not properly cleaned up and sockets are seen hanging in the TLS CLOSEWAIT phase.  If enough sessions are left in this state, then new applications will not be able to connect to the device.

Conditions:
The root cause is not yet known, but applications that fail to fully connect may trigger this.  If that is the case, the "Internal system error, API Channel failed to transition to Connecting state" will be seen.
