Symptom:
Enhancement request to rate-limit the logs reported via CSCug86296.  See 'de_discussion' attachment.

Current logs and rate when issue is encountered:
Sep  4 03:26:44.336: SW2_DFC4: Warning: Uncorrectable Parity error is seen in the Netflow Table.
                        If any error is seen in Netflow flow creation or Netflow Data
                        export, it is advised to reboot the card in a maintenance window
