Cisco Bug: CSCur03185 - Disabled USC 5310 is enabled after AP reset

Known Affected Releases
Symptom: WLC running 184.108.40.206 code, 3600 series AP, USC 5310 module, and PoE+ switch. If the USC module is disabled from the WLC GUI (AP Advanced tab) or the WLC CLI, after the AP is rebooted for any reason, the 3G module will be re-enabled. Most of the time, after the reboot the module will show as enabled in both the WLC GUI and CLI. On very rare occasions, however, and even without disabling the module, the WLC GUI as well as the output of 'show ap config general <AP Name>' will show the module as disabled, but the output of 'show capwap client config' directly on the AP will show the module status as enabled. The module LED also confirms that the unit is active. If any changes are applied to the AP, then the module will be disabled. This means an admin could accidently disable a module by, for example, entering location information for an AP and applying it. Conditions: WLC running 220.127.116.11 code 3600 series AP and a USC 5310 module.
