Description (partial)

Symptom:
Configuring a blank SIP dial rule for a Cisco SIP phone (for example, 9951 or 9971) does not result in a placed call

Steps to reproduce:
-Configure a SIP dial rule and add a pattern with a blank value
-Assign the SIP dial rule to a SIP phone (9971) 
-Configure a translation pattern with a blank pattern. The translation pattern must be in a partition accessible by the CSS assigned to the SIP phone's DN. 

Expected operation: 
when lifting the handset, after the timeout the SIP phone should place a call to "" (blank number) 

Actual operation:
After the timeout, dial tone goes away and the phone goes back to its main screen

SIP phone utilizing a blank SIP dial rule
