Description (partial)

PBR punt all matched packet to RP, which probably cause RP cpu high.

1. PBR set ip next-hop recursive, and
2. the next-hop ip has loadbalance output route.

After once loadbalance output route flapping(remove, and then add), PBR's status could not recover and punt all packet to RP.
