Description (partial)

Symptom:
1. In the filter page, the options to SAVE and CANCEL are missing.
2. Due to this, I cannot select another filter and re-run this report
3. screenshot is attached.

Conditions:
1. Create report in cuic by setting a default filter and enabling the 'bypass filter' dialog.
2. Run the report.
3. From the report viewer, click on the EDIT button in the toolbar.
