Description (partial)

Symptom:
After an RP has changed, the first hop router should trigger a NULL register to the new RP to create the S,G state on the new RP. If a new receiver joins after the RP change, it may not receive traffic till the next register is sent to RP. (max 60 seconds)

Conditions:
Occurs when there was a very recent RP change, and the new RP did not have an (S,G) state for the corresponding group.
