Description (partial)

Symptom:
In the VCenter client, the user adds a vmnic for an ESXi host to an AVS that was generated by the user via the APIC.  The vmk port for that host is not auto generated on the AVS resulting in the VTEP not be created.

Conditions:
The ESXi host has a previously configured vmk port on another DVS, and this was in place when the VMM was create on the APIC.  The APIC will not auto generate the vmk port for the AVS if there is an existing vmk port on a different DCS for the host.
