Symptom:
Shared VRF commands on RIP Protocol removed from device on Decommission

Conditions:

 Steps To Re-create:
 ----
1) Create mpls SR with RIP routing protocol ,Deploy the SR.
2) Create another mpls SR with RIP routing protocol, use the same VPN and device. Deploy the SR.
3) Now decommission either one of the SR. 

 Actual Results:
 ----
  newtork command and redistribute bgp commands are removed
 
 Expected Correct Operation:
 ----
 newtork command and redistribute bgp commands should not be removed , since there is an existing service on the same VRF and device with RIP routing.
 
 Any configuration used globally in RIP should not be removed till the last SR is decommissioned.
