Description (partial)

Symptom:
Hard reseat the active supervisor then reinsert the supervisor and as soon as it tries to form redundancy, the whole switch reloads.

If we do a redundancy force switchover, we do not see a problem. If we do a hard reseat on the standby supervisor, we do not see a problem.

Conditions:
The problem only happens when we reseat the active supervisor and it does not matter in which slot we have the active.
