Symptom:
EIM/WIM Off hours message not working with 2 listener instances

com.microsoft.sqlserver.jdbc.SQLServerException: Conversion failed when converting the nvarchar value '3000,2009' to data type int.  

The above snippet indicates us that the query expects integer type as an input parameter and somehow we are passing nvarchar/string. The customer has configured two listener instances both in running state due to which their instance ids are getting appended and returning as nvarchar data-type instead of integer data-type.

Conditions:
when 2 instance are configured and agent availability is set to required
