Description (partial)

Symptom:
Traffic class sent in NRUPC is incorrect when PCRF changes the Default-EPS-Bearer-QoS and sends APN-AMBR less than the SGSN supplied MBR during handover from MME to SGSN. SGSN sends Upgrade_QoS_Supported = 0, No_QoS_Negotiation = 1.

Conditions:
when PCRF changes the Default-EPS-Bearer-QoS and sends APN-AMBR less than the SGSN supplied MBR during handover from MME to SGSN. SGSN sends Upgrade_QoS_Supported = 0, No_QoS_Negotiation = 1.

Issue: Authorized MBR is sent in NRUPC but default-bearer-qos - Traffic class does not get updated ( in this case background should be sent instead of interactive)

Expected behavior : GGSN sends out the same value in UPCR as it receives from SGSN in UPCQ and then sends out a NRUPC carrying the authorized AMBR as MBR and authorized default-bearer-qos.
