Description (partial)

Symptom:
In a rare timing condition, BGP Route-Target Filter not advertised when rtfilter address family in use.

Conditions:
In the lab it is found that the behavior is intermittent and is seen when BGP / IGP Sessions are cleared or the devices are rebooted.
