Cisco Bug: CSCuq99230 - AP syslog fails due to default setting 'logging server-arp'

Description (partial)

Symptom:
AP default logging configuration includes 'logging server-arp' which will cause AP to cease syslogging if the AP loses connection to server if on a different subnet, and will not resume until AP is rebooted.  This setting should be removed from the default config.

If logging ceases, can verify by doing a 'show logging' on AP, and verifying 'link down'. 

Logging to 10.19.3.xx  (udp port 514, audit disabled,
              link down)

Conditions:
AP syslog using a server in different subnet
