Description (partial)

Symptom:
DHCPv6 permanent leases do not work correctly with failover enabled.

Conditions:
An appropriate policy requested permanent-leases and failover is enabled.

<i>Note:</i> The initial lease time and renewals under some conditions will always be limited to the MCLT. This is normal. This issue concerns the case where the failover partners are properly communicating (or one server is in partner-down state) and the renewal happens after T1 (or defer-lease-extensions has been disabled). This is when the permanent lifetimes should be granted, but is not.
