Description (partial)

Symptom:
TNC force reload during restoration of FE OSC link.

Conditions:
Setup:
Pre-Requisite: ROADM
1. Ensure that the SMR shelf is equipped with SMR cards in slot-2,3,6&7
2. Ensure that the shelf is having duplex controller
3. Ensure that port1&2 is provisioned with STM1 and FE OSC links.
4. Ensure that the OSC links are up
5. Disconnect and connect FE OSC link
