Description (partial)

Symptom:
DX Series require that some Product Specific parameters truly use the default on the CUCM for first time registration.  The issue currently is that in order for the database to trigger a configuration file to be built for newly registered phones an actual change must be applied, whether at the Phone level, Common Phone Profile level or Enterprise Phone Configuration level.  This requires the phone to register with a non-default "default" and the admin to initiate an explicit change to pick up the proper default value.

Conditions:
Current limitation in CUCM require that new devices registering for the first time to CUCM use the Product specific defaults they were shipped with.
