GOIDs marked for deletion are not really being deleted.

If a GOID has been requested for transfer from a recorder using best-effort delivery profile (either generic HTTP or C2 protocols), the GOID will have an extra use-count applied to it, which use-count is not released.  This extra use-counting prevents the GOID from being removed from the file system in the event a delete was requests.
