Description (partial)

Symptom:
PROV_STRIP_ERROR msgs seen in PTF console and both PTFs rebooted

Conditions:
1. All 12 nodes[2 GNE and 10 ENE] were at 9.701[Neptune_Build_131] in CTC mode and services,traffic were up.
2. Upgraded 2GNE nodes to 9.701(Neptune_Build_131_Dummy)
3. Observed "PROV_STRIP_ERROR" messages seen in PTF console and both PTFs rebooted simultaneously
