Description (partial)

Symptom:
The co-processor, configured to use the quality algorithm, stops generating output for certain services that are being transrated or statmuxed.

Conditions:
The problem occurs while trying to transrate or statmux a source that has a sequence of I-only GOPs, and this sequence appears after a GOP that has non-I frames in it. E.g. IIIIIIIIPPPPIIIIIIII. In the aforementioned example, the last IIIIIII sequence will no longer be outputted by the co-processor when the statmux algorithm is the quality algorithm.
