Symptom:
sessmgr restart is observed on the CISCO ASR5500 version 17.0.0.56804 chassis, which is going to standby state from active, with the other CISCO ASR5500 chassis running on version 16.2.0.56515

Conditions:
When performing upgrade downgrade test between CISCO ASR5500 version 16.2.0.56515 and CISCO ASR5500 version 17.0.0.56804, with the former Chassis being in ICSR Active state, this sessmgr restart is observed on the CISCO ASR5500 version 17.0.0.56804 chassis, which is going to standby state from active.
