Description (partial)

Symptom:
NMSP issues occur when MSE is deleted without un-synchronizing from one PI and added to another PI.  Reason is that MSE keeps data from synchronization in db tables (building, floor, networkdesign, AP, switch).

Recreate:
- add mse to PI1
- synch network design/wlcs
- remove mse
- add MSE to PI2
- synch network design/wlcs

NMSP shows failed to find object on network design page
and it shows wlc IP already exists on controller synch page

workaround:
- manually delete network design info from tables
- manually delete APs/ switch from tables
- resynch

Conditions:
when mse was added to Pi1 and readded to another PI
