Description (partial)

Symptom:
Phones failover to ESRST mode. Shared lines are defined across multiple phones and lines. When a call comes in and is answered then placed on hold, that call can only be "resumed" on the phone that placed it on hold. Resuming the call from one of the other phones that shares that line fails and results in a new call being made and processed by the ESRST gateway.

Conditions:
Platform independent. Reproduced on 2900 series ISR
