Cisco Bug: CSCuq90696 - OSPFv3 routes are removed and reinstalled when connected link goes down

Description (partial)

OSPFv3 network can have short (1-5 sec) traffic drop after directly connected interface goes down

The problem becomes more severe when fast-reroute is enabled in ospfv3, because all prefixes are deleted/readded when the link flaps, which causes an outage despite the fast-reroute (when the route is deleted, both primary and backup paths are deleted)
