Description (partial)

This is a corner-case, which shouldn't normally come up as the L1 Links can transport a limited number of L1Circuits.

Symptom:
L1 Circuits are unrouted due to lambda blocking when there are no restrictions on the maximum number of L1 Circuits on L1 links.

Conditions:
The following conditions have to hold: (i) the maximum number of L1 Circuits on L1 links is undefined, (ii) there are specified lambda values for some L1 circuits, (iii) there are L1 Circuits with Autolambda set to true.
