Description (partial)

Symptom:
EIGRP not sending updates to some neighbors because of wrong TLV counter

Conditions:
In certain cases, EIGRP receives a Peer Goodbye after the peer has been taken down locally. In such cases, the interface TLV counter for that peer is decremented twice wrongly. As a result, when the peer comes up again, the counter value is 0. Because of this, EIGRP does not send any updates in that interface.
